Can SEO be learnt from an institute? If yes, please let me know the name of the institute, duration of the course, and the total cost of the course.

"What is the cost of learning SEO?" - a very sore head from banging it on a brick wall and 11 years doing it? Still love it though :)

I'd say, you need some technical knowledge such as HTML, CSS, PHP etc. Which you can learn enough from text books. Build a website and read as much as you can find about SEO online (it's all here). Then test & test & test & test.....

    And keep testing...

Sorry, but afaik there are no offline institutes that teach this and if they were, their info would probably be outdated.
The best way to learn these things is get your hands dirty. Slap up a few sites in different niches, then read about how to do onpage and offpage optimization. You'll quickly find out what works and what doesn't.

approach the nearest reputable agency to where you live, and offer your services as an intern - i.e. you'll make coffee and do directory submissions for 3 months unpaid while they teach you what's what.

Changing content seems to be a big one and watching Matt Cutts - the Google Guy on YouTube seems to be paying off. I'm sitting down with my web developers next week to talk through a few more things I'd like to do with allforme.com.au but in honesty I think listening to their ideas is going to be key - I have a bit of knowledge picked up off the net but I think a lot of SEO is also listening to the people in the know and allowing them to make changes for you - no good taking it all in and learning if we don't act on things. I found that just by changing my Title Tags I got a slightly increased ROI from new site visits!

Basic SEO is super simple. Just keep building links (this forum gives more than enough info on that). The usual problem with it is not a knowledge but persistence.
Advanced SEO is experience and right tools. And SEO changes every year so what you learn today may not work tomorrow.
But getting a mentor will help for sure - to avoid wasting time on obvious things that don't work. Or you can just ask questions on this forum and receive advice from experts (and newbies too :))
The best way is just to repeat what winners do - and you can find them in top 10 google results for a query you're interested in. Just look at the anchor distribution and backlink sources - do the same and you'll be at exactly the same place.
As to cost - I would better invest some time to find free SEO information on the internet.
