Remember - you always get what you pay for. Cheap usually means poor customer support coupled with late or no responses and of course some downtime!
Hostgator is the best, it's not the cheapest but their quality and support is unmatched in what I've tried for shared hosting that does not cost upwards of 200 a year.
Why looking for cheap just get it for free from 000webhost but in my opinion you should look for best hosting service not cheapest.

Rather than focusing solely on price, I would look for a host that provides you with everything you need and has great support.

I never look for cheapest hosting, I all the time look for better hosting and look direct data center who can give me good support and there is no third party involved in it. I am happy with my hosting...

You should prefer Hostgator. Even if its not cheap but if you think about the website on long term basis then this web hosting site is great!
I suggest you to go with godaddy it is not the cheapest but the sevice which you will get have focus on that..
