What is the cheap and best way of advertising??? I am currently earning around $100 per month and I want to spend 15 to 20% of my income for advertising. What can be the best way? This month I have spent 20$ for buying links. For next months what do you guys suggest?
Well, I started with PPC (used adwords), but the competition for keywords are too high and so I lost few bucks (around $10) and so I have stopped investing on PPC.

Social networks are digg and stumble upon. You join site and add url to the site. People rate the site thumbs up or down or good or bad. If people like your site more and more people see it.
Join some of the exchange programs down here. They'll get you great traffic. You could even buy somebody's avatar, assuming that your site is targetted towards the webby niche
Pay to get someone to write a good article and have it submited to several article directories: this is good for longterm traffic because: everytime a user republishes your article, they need to link back to your site, so this creates a nice effect. Think longterm traffic to make the most of your money.
Also send snippets of the article via a newsletter to your members (assuming you have any) with a link pointing to the full article. This lets members know your site it active and you will get repeat traffic.
forum posts aren't bad but you have to find a list of quality forums and sift through them which takes maybe 10-15 hrs. I agree with rcj662. StumbleUpon is a good way to get relatively instant traffic. It's great for new sites as well.
I would still look to purchase links with your money as over the long haul they will have the most impact on your site. What you want to do is to come up with a way to get the most "permanent" links for your monthly budget. I personally no longer buy any links unless they are permanent. One somewhat cheap way is to sponser a template or theme for a popular content management systems like joomla or wordpress. For your one time fee you will get your link into a template that could be downloaded by thousands of users.
I don't pay anything for my advertising. My most common forms of advertising are forum posting and article marketing, but article marketing is my most favorite.
A few people already suggested using an article submissions.. that is a really good way if you can write a good one. Also you can find services to submit to 500 search engine directories for cheap also.
