Well the best website builders are mentioned, if you're looking for automatic then wordpress is probably what your looking for. Without actually learning to code websites you will always find yourself limited to what you can actually achieve, e.g you can plonk someone elses theme on your site, but won't know how to do something easy like remove an underline. Then again you may find yourself learning as you go along if you're willing.
Dreamweaver is the best powerful tool for website builder. I also use both wordpress and joomla that all great blog engine and the best cms. ^^
