Well, I'd susgest you advertise for someone to do some posts and set up some users, then make sure your niche is great and you have optimised to the highest level. Keep up with the fake posting, dropping the url in your signature etc.. It'll all come together.

For me the first thing I do is create a list of friends, family and peeps I know who I think would make at least a couple posts for me. I ask them to sign up and make at least 5 posts. I find that by doing this my forums always start off with at least 20 - 25 people and can easily get a few hundred original posts within a couple days.
