spyfu and keywordwatch are also good options.

I would think alexa.com would be the best way.

the best ones i have found are MajesticSEO and SEOmoz. these 2 can not just show you all of someones backlinks but they can show you the total of backlinks and just the referring domain anyone can get 2000 backlinks if you buy a sitewide link on a site with 2000 indexed pages, but if a site has backlinks from 2000 different domains its got way more juice and is a better place to have your link so referring domain is important to look at.

I believe I just read that yahoo is pulling the plug on yahoo site explorer

You could always try Yahoo's site explorer it does reveal more about backlinks to a site than Google does

I also use SEO spyglass - you can pay for it but I use the free addition which allows you to see all the links going into a website or specific internal page along with a range of other pieces of info including pagerank of the page containing the link, anchor text, site age etc

Yahoo site explorer is the best...the other option is backlinkwatch.com..
For looking at the competitors' backlinks the best option is to get seospyglass. You will get detailed analysis of competitors' sites.
