Coding part comes first, you have to learn HTML, CSS for a basic start, and yes the Photoshop. Javascript, PHP coding and corel draw for advanced designing. You can look for any institute that provides courses for these. I think a certificate is always valuable. You can start the basics by watching some video tutorials over youtube.

As said by exlvl just start with HTML, CSS and Photoshop. Then come on to JavaScript.
Try learning from www.w3schools.com/, most reliable and easy to learn. After that when you will get the basics you can search for any particular tips or tricks which you will get in hundreds of free sites.

At this point in time, you might want to learn HTML 5 and CSS 3. Websites will be moving towards these standards in the years to come.

I'd say buy books but most people don't want to spend money. Sit at Barnes and Noble and read. If you don't want to go that route use Google. You'll find endless tutorials and help guides. Good luck.

I learned by just doing and now I have 3 of my own sited and have designed a total of 5. I started teaching myself last March. What I mainly did was try to build the site and when I got stuck I would google my problem and figure it out....Sometimes I would get stuck for 2 days! but I learned a lot.
