Well.....you can get backlinks quickly by posting comments on blog posts, articles, participating in discussion forums etc but these alink are not quality links as often these type of links are supported with no-follow attributes and search engines do not consider them as backlinks so they do not have any effect on rankings but still they are useful to divert traffic to your site........
Or you can get into Zeriouz and get one way links from sites that are trusted. Don't do it if your site is not clean because you will be moderated out quickly. No funny content or malicious stuff here. This is a new way of building links, read the tabs carefully to understand it, and you will like it. Also it is free. sort of like a pyramid style link building, but all the sites in there go through peer approval to keep it a safe place. here is a link: Join the zeriouz network and receive thousands of links to your website in weeks!

To keep it at a reasonable quality, I'd probably get one of the cheap writers to write up a heap of original articles. Then submit some to article directories, create a couple of blogs/hubpages/lenses etc with the rest.
There's is not much needed to explain about link sellers, Believe me not to try get so many back links in few time, Use ethical seo, and it will help for the long term. Never go for any black hat tactics such as buying links.
If you want cheap and Fast, TNX is pretty good. Although the links may not be highly relevant or have pagerank, they do show up in masses in Yahoo
Going for a cheap/easy/quick solution is not the way to build links. You can build them quick and that's fine. You can find plenty of free links if you know where to look and that's cool. Heck, you can even find plenty of easy places to drop links. However, if you are looking for a turnkey solution where you just pay $10 or whatever to build 10,000 links through an automated system, you're in for a world of hurt. Automated link exchange is something that will hurt your site. Don't look for the easy/quick route, just build your marketing plan around long-term success and you'll be fine.
