Thats a good place to start as the directories are new and have also only PR 0, so 90% of them will accept your submission.

 

I feel one should target at getting a minimum of PR3 backlink.

i prefer submitting my sites to directories and writing articles . you can also write on forums to build backlinks for your site

 

Submitting to directories do not provide any results for me. I've submitted to quite a few and none has so far added my url. Will try with forums and articles next.
