what is the best uploading script ?

    Hi, sorry if this is the wrong category, I tried to post this topic in script category but i cant post their.
    I want to start a uploading site for images and files (rar,zip) and I want it to have this adv:
    1- good security
    2- easy to deal with
    3- when you downloading you have to wait 30 second berfoe you download
    4- easy to put goole AdSense any were
    5- not very expensive
