What is the best type of website building software ?

    What is the best type of website building software ?
    Would it be best to go with a Web based type of software e.g.. an SBI one (which is a yearly subscription purchase). OR or a software/disk one e.g. XSiteProWhat is the best type of website building software ?
    (which is a one time purchase) ???
    OR a regular Web host, such as (Bluehost – Hostgator – or go daddy) .

    I would like some flexibility / creativity in, what ever I do finally purchase.[/

    if your not great at coding (like myself) , i use a mixture of Microsoft Publisher with Photoshop for graphics, Publisher generates crappy code, but it gets the job done
