you'd better send the email when your client began to work! Many people will cheak their emails when they begin to work.
It really depends from lot of factions but the most important is from what country your site members / visitors are. For example if you live in USA and the time there is 07:00am and you have members from lets say Germany .. There will be night. But i don't think that you have to pay so much attention on what time to send your emails but on if and when your members check their emails. Best Regards MorFeaS
