hey guys can anybody let me know what is the best time in day to publish a post on blog? so that we can utilize the maximum traffic to the blog. any tips will be appriciated.
Check from which region you get your maximum traffic and post your article accordingly. However, post timing doesn't matter much as far as I have my personal experience. A good post will anyway be read. Cheers!

I dont think the time makes a difference at all manly getting it marketed in the right channels is the best one
It all depends on your location and who your audience are. There is no point of posting an article when people (your audience) aren't expected to have been awake on the time of your choosing.

Even, I am of the opinion that actual post timings does not matter. If your content is good and you have automatic pinging enabled in WP, then all the search engines and directories will be instantly notified of the changes. Regards, RightMan
If you have lots of subscribers, you don't need to worry how many visitors will read you posts . If you don't have, the time doesn't matter at all .
As most of the other respondents have pointed out, it depends on the location of your blog's audience. You can find out where readers to your blog are coming from by using Google analytics - www.google.com/analytics. Once you've got that figured out the rest is easy.
I would recommend publishing your posts let at night so that by morning, everyone could read your new posts that you published.
