What is the best text link promotion sites network ?

    I'm looking for some sites where I can buy points and then I can get links for this points, or where some Link Exchange system(only one-way links).

    Please tell me some best sites, because now I only know 2: www.link-vault.com and tnx.net.

    So, please tell me any system like that, even it is in French, German or whatevere. I'm looking for links from all countries.
