Putty can be the best but it is old MS-Dos fashion style. I prefer WinSCP which is Windows Explorer-like but also integrates Putty for easy switching when you simply need the console and not the intuitive GUI. WinSCP is available at winscp.net

Exactly. SSH and GUI just don't mix. WinSCP lets you drag and drop files and it will SFTP/SCP it to the host. I do use WinSCP, but only for that reason, and if I can't just use `wget`.
Agree with everyone else. If I am on windows its Putty. Now if I am on Linux ssh in a terminal is great, much easier to set up tunnels.
