what is the best solution to come up on google on foreign languages

I noticed some sites come well on top on google searches even when the google is not dot com but for example dot nl (Holland). How is this done? I cannot find any page on the site for that language but still it is the first result if the IP of the person is from Holland or what ever. how is it done? is recommended do you think to have pages on the site with different languages? what is the best solution?

I think it is better I re-phrase the question. on a wordpress site what is the best plugin to translate the site in multiple languages.
