What is the best software to make animated banners GIF ?

    My favorite tools for Animated gif are After Effects and Photoshop as you can see the results here. You can really control the way you output your video in After Effects I export it jpg sequence, then I import using file > load scripts into stacks... using Photoshop.

    Yes, Photoshop can do it.

    flash only can produce Fla, Swf files but can not save as gif

    I usually create gifs of video files, it also looks rather nice :)
    Check out VidGIF, this app does the job perfectly.
