    I would say dreamweaver is the best but it is expensive. Notepad++ and kompozer are good free HTML editors.

    You use a text editor in order to write HTML. and the best text editor out there is probably Notepad++.

    A very absurd way of greeting.

    On topic:

    I'd go for Firebug or Notepad++. The best way for you to develop a good html is handcoding it. Some softwares auto add some codes.

    Notepad++ for quick edits and Aptana for longer sessions. Dreamweaver is nice, but not worth paying for on its own.
