What is the best site to make Banners/Advertisements for my Affiliate Program?

I am looking to increase the number of Banner Ads that I offer affiliates. I am looking for a good program or website that will help me make them. Preferably have an animation option.

Most networks will supply you with banner/creatives/marketing material for all of their programs (this is fairly industry standard.

The company I work for not only has all of that but we also make custom banners for affiliates who need them.
