    In my opinion : PHP (with MySQL)
    It's easy to use, has lots of features and is supported on almost every host.

    there is no "best" programming language. different tools work better for different jobs.

    I'd personally suggest starting with php if you're looking at a server-side language, simply because of how many hosts support it, how many other people know it (who you can turn to for support), and how simple it is to pick up if you've done a bit of programming in the past.

    "Best" really depends on what you want to achieve.

    I've been a professional web developer for over 7 years now, and have written in most languages. If I was to start today I'd reccomend to myself that I code in php for server side development of custom work.

    Or if you want a site that isn't beyond that of most - then look into a CMS tool to run the site for you. There's plenty out there.

    even though, for corporate stuff or bigger stuff its java. Java on the web is a pain, but it works and has acceptance. what about cold fusion...wait, thats java again.

    As others have pointed out, asking what's the best programming language for web development is kind of like asking what's the best colored car for driving fast? (Red, obviously)

    Anyway, if you're just looking to get a site, or even a few sites online that have some basic dynamic features then I'd suggest looking into some of the freely available software out there. CMS (content management) programs, Portal software and etc.

    If you're looking to web developing on a long term basis, then as others have mentioned, PHP with MySQL is a great place to start. You'll find it widely accepted, lots of helpful resources are available, there's no cost to learn and use and you'll form a good foundation of programming logic that can later be applied in other languages as well.

    PHP will be good to start you off

    but remember one thing ASP.NET and Java are miles ahead if you want to do serous programming

    Oh and then theres C++ CGI if you really hardcore

    I think different programming languages provide different functionalities needed, it is dependent on the requirement , which programming language to use.
    For example for interacting with system or in linux we can say kernel , C is the best option.
