Email Marketing can be very effective if done right. There really is no place to go and do it. You usually build an email list that is similar to your niche if possible. I know you can buy list to certain niches, but be careful and make sure the person selling is legit. If I were you, start building a list similar to your niche.
There really isn't any websites that sell email list, but the best place to find list related to your niche would be on forums. There are plenty of people selling email list on DP. Just do a search.
You can buy email lists at very few places. If you're looking for some free optins at an awful conversion rate, check out safelists. You'll occasionally get someone to sign up every few mailings on there. That or look into JVing with somebody to send mail out to their list. The only lists I've seen for sale that are of a large size (10K +) are sold for a few hundred.
The best tool you can use to do email marketing is your own site. Just make sure to build a really good and simple landing page along with a good offer or a freebie .. thats all I am going to say cause there are several shades of email marketing...
