In my view: Code igniter and Cake Php is the best. Zend is a good one. I hate Symfony

but why dont you try to create your own framework. Not too hard but it takes time. That is the best, seriously

This question is asked way too many times, and it's flawed.

Would you use a spoon to brush your teeth? No, why not? because it's not suited to the job.

The same thing goes for frameworks - I would not use CakePHP for a project that demanded speed, instead I'd use Yii.
Then again I would not use Yii for a project that needed to be portable, I'd use CodeIgnitor.

For me it's Symfony, but as Deacalion said it's really dependant on the project. I'm building something quite lightweight at the moment so I've built a custom MVC framework which doesn't have all the usual bells and wistles a fully fledged framework will have.

its totally depends on the application you are going to develop.
but if you are starter with PHP and and want to learn, then go with Cake PHP, CI or Smarty..

    best of luck...

in my opinion it would be CodeIgniter they have easy to understand manual and simple. But you better try them all and see which one is best suited for you
