Well if you are looking for paid version then IPB is the 2nd choice after vbulletin.

Budget wise or free version, PHPBB is the way to go. :)

In my opinion SMF. I dont really like vbulletin at all. And the new IPB3 doesn't impress me at all with its new theme.

SMF's latest version is 1.1.7 which I believe is a great software with a lot of options ... Great for beginners ... You can always convert it later to vBulletin which I believe is the best out there ...

After vbulletin, my pick is Invision Power Board. I would do my best to never run a commercial site on free software.

If the forum is for a hobby site, then either smf or mybb.

I own 3 vbulletin sites and I'm beginning to feel I got screwed by vb. phpbb has much more to offer IMO and they've gone tableless where vb is going to continue to use tables even into the 4.0 series...which they first said they weren't.

There are more themes and mods available for phpBB but I think as a best alternative to vBulletin it has to be MyBB, Very easy to use and extremely like vBulletin.
