    What do you mean? A WYSIWYG like dreamweaver?

    Dreamweaver is probably the best one out there. NVU being the best free one.

    yes but you'll build it on your computer then upload it to the web. kompozer and seamonkey will work as well.

    Try to use Microsoft FrontPage, it's very easy to use just like Microsoft Word to make a website.

    I continually see posts from people that "want to make a web site", but don't want to take the time to learn html, css, etc.

    They want to have a web site, but don't want to bother to learn how the internet actually works.

    If you want a web site, junk crap like Front Page, Dreamweaver, or whatever and start RTFM:

    Why bother to post if you're not answering the question? Maybe all that's needed is a simple website, not weeks or months of trying to learn html and css.

    Depending on what platform you are using I would suggest the following

    PC: Wordpress, Frontpage, dreamweaver if you just want to throw a simple homepage together there is also easyweb maker(or something like that) which is a cut and paste style of program

    Mac: use the Iweb soft, or sandvox or again dreamweaver

    ultimately if you really want to make a quality designed site, and keep it growing you will have to learn html. I started with the simple template programs and as I wanted to add more to them I began learning little bits of html. Html like any language is learnable with the right approach, start small and learn in increments! the more you learn the more you will amaze your self with what is possible. I still see so many sites that are brilliantly designed, each time I do it eggs me on to push my knowledge to the next level.
    But if thats not for you try one of the programs above

    PHP and ASP generate HTML pages, so you would still need to know HTML (or use a wysiwig) to create the template, same goes for Wordpress themes.

    We'd assume he wants a working site, so frontpage is instantly murdered, and assuming he wants a proper working site, any other WYSIWYG is also murdered.
