I would recommend going for AMD processor laptops. And in your budget, I would pick second hand ones because new one is gonna be tough to buy in that budget.

I would go for a Apple Macbook pro. Old school-ish. I always was a windows user before (more than a decade). Since I switched to Apple's MacBook, I never was so satisfied with their performance and most important with their stability (in case you care about your equipment). There are also a lot of companies that offer older MacBooks and re-polish them, including giving them more power to perform well.
