What is the best IDE to code RoR in Winows ?

    Hi all,

    Finally, I decided to learn RoR and I'm in a dilemma choosing an IDE for the same.

    I work on XP and so textmate (Mac) is of no help.
    I googled much and cornered Netbeans IDE for editing the RoR files.

    Are there any better and free code editors that help RoR programmers?
    Which IDE do you use and prefer.

    3rdRail is a very good one but it is not free.
