What is the best free format for a link directory site?

    Sorry if here is the wrong place to post this.

    I want to create link directory sites. I prefer free codes to install my server. If there is no free formats or they have to many bugs, I can pay up to $20 for each license per domain.

    I need your advise. Thanks.
