Your best bet is probably phpld v2, also a good directory script seems to be cplinks (I have never used this one so I can't say for sure)

Yes. PHPLinksDirectory is the best. So many sites are out there now using PHPLD ! Its easy to setup and manage everything, from link submission, approval, validation and adding categories etc.

Search Engine Friendly URLs are also available, you'll have to enable that option though after logging in the admin panel.

I have not tried them, but the most seen are esyndicat and phplinkdirectory.
