you can build backlinks on your own and submit to link directories which are free. but if you are using a submission service, then there is no such thing called free "directory submission service" as the service provider will provide the submission service for a fee.

Google is your friend; you can find a lot of free directories and do follow blogs to create a backlinks for your site. They are all ever the web so no need to spend much money just to increase your sites’ ranking.
