This gets asked every week. It's a matter of opinion. Please define "best". Thanks!

Vbulletin is the best for paid, forget about Invision. The best 3 is as follows for free boards:

    1: smf
    2: phpbb
    3: mybb

    vBulletin hands down!

And if you don't have much $$ to invest,
then try SMF or MyBB (i personally prefer SMF in the free category)

You can find some further information here:

    http://www.adminfuel.com/picking_the_right_forum_software-p4.html

But I suggest you look at all the possible ones and look at the features. Maybe make a list of things you want. If you are willing to pay then vB and IPB are the ones to look at. For free take a look at phpBB, SMF and MyBB. They all have their strengths and weaknesses...

vbulletin is really should only be your only forum software. :p Its the easiest to seo and easiest to use. It also has more mods than all forum softwares combine. Worth the money.

Vbulletin.com is better than any other forum software out there. Its well worth the money for the support, mods, themes, etc you get from it. If your going for a free forum, might I suggest yetanotherforum.net. YAB is a free forum, pretty new to the scene, and works pretty similar to vbulletin.

If you can afford it, don't settle for anything but vbulletin.

    Paid: vBulletin or Invision
    Free: phpBB or SMF

Those are the only forum applications I have ever used, sorry.
