I guess it depends on why you are purchasing traffic. If you just want to see your stats increased, any of them will do. But if you actually want to convert sales or generate adsense money for your site purchased traffic isn't going to help with either.
You're better off spending your $ on an SEO expert to help with your site to increase organic traffic, or better yet, invest the time reading through the experts' posts in this forum to learn how to do it yourself.

 

You can use Google Adwords to get traffic. I personally suggest you try to get traffic from search engines, as it is free and most targeted.

 

Try clickbank or commission junction.
