I've had the best search engine response by using blogger.com for blogs that I don't host on my own server. For my own hosted blogs I use WordPress.
Blogger is simple fast to use and easy to ad adense. Wordpress is better blog if you want to do more than blogger allows.
But why use blogger ? For a better position in Google ? Better use blogger than wordpress on a dedicated website on your own hosting solution ?
I don't think you can install it on your own server. Honestly, I'd go for Wordpress, you probably already have hosting and if not then get some free hosting at www.frihost.com .
I use Blogger since when I started blogging I was pretty new so I didn't really know of Wordpress. I host my own blogger blog on my domain and have come too far to switch to Wordpress, though I'm considering using wordpress to make a second blog for a tighter niche in the future.

Are you talking about Google concerning search engine results? There's Wordpress mods that will make your blog very search engine friendly, for example site.com/post-title, that will help your Google rankings more. I haven't found blogger to rank higher just because it's owned by Google from my experience.
Its best if you use serendipity or wordpress on your own hosting. Avoid dreamhost though (unless you get if free) . Depending on your budget go for eqwebhost.com or hostgator.com. Both have good reliability and standard control panels.
Livejournal is the best IMHO, though making money there is against the ToS *sigh* After that, YOUR SITE is the best for a blog. Add on one of the many blog programs and you have yourself something all your own! I suggest WordPress for the blog. It's free and has many nice free themes to pick from.
Wordpress would be the best option. It could cost you if your going to pay for a host though. There are free hosts (paid hosts recommended).
I would definitely have to agree with a few of the previously mentioned suggestions, in that Blogger is owned by Google and therefore you will gain valuable exposure if you update your blog regularly. I find Blogger is fairly easy to use, although once you think you're smart enough to customise the skin by sifting through the code and editing it yourself, in all likeliness Blogger will have different ideas on your expertise.
