I would second that. HostGator all the way for me and I have used or am using all of their various services: shared, reseller, dedicated, and VPS.

Don't try to find the cheapest, your second requirement: reliable is much more important. And my vote goes also to Hostgator - 9.95 monthly (or less if you prepay for longer period) for unlimited domains sounds very reasonable to me.
I'd also look at Hostmonster - they offer hosting services since 1996. Unlimited domains/space/bandwidth from $4.95 per month. Check my sig for the discount.
Best and cheap doesn't rhyme well. You need to decide what is your tolerance levels when it comes to services and downtime and get something that is within your budget and tolerance.
