The easiest to open an account and go live immediately would be Clickbank.
CJ is good, they have a huge amount of offers, you need to apply to run each campaign then wait to get approved.
LinkShare is another option, similar to CJ

I started off with Click Bank...You can also check out Platinumpartner.com who are Click Banks Top Vendor Publisher.They have a good selection of banners that you can use.
