What is the best affiliate program for a general directory?

    See... if you are asking the kind of program and not the name then i would suggest that CPMs works best of the free directory as these directories get much traffic and most of this traffic is for submitting links and not for viewing the website so placing CPM ads will help you much rather than placing CPC or CPA.

    I would suggest you try targeting softwares aiming at providing seo and money making kind of stuff
