I want to know what is the best way to use SBM sites to get the best results, do you put anchor text in the comments? Or what??

Is it best to submit just to dofollow? Or Not?

Any SBM experts here, let me know.

I won't claim to be an expert here. But the best way to get maximum results from social bookmarking sites is to be active on these sites for 2-3 months, establish yourself as a contributing user and then bookmarking a 'good story' from your blog.

I prefer using tags for anchor text space.

Social bookmarking sites are designed to work organically, and honestly, it's hard if not impossible to game them for your own personal gain. Attempting to do so is frowned upon and will quickly get your submissions viewed negatively by other users on the sites. I see a lot of traffic to my sites from social bookmarking sites, but it all comes from pages that other users have submitted; I've never noticed any increase or benefit when I've submitted my own pages.

While it's good to have an active profile on social bookmarking sites, the main benefit to having an account is to watch what's going on in the site. I also find that they can be a good way to discover related sites that you may not know about.

I've seen most of my traffic from Stumbleupon; after that, Delicious delivered roughly 1/5th the amount of traffic, but with about twice as many pageviews per visit. The other sites have all been negligible in terms of traffic.

I've tried a lot of the less-well-known dofollow social bookmarking sites and honestly? I have yet to see a single visit from them to any of my sites, and I have never seen any links from them show up in google webmaster tools, google alerts, yahoo site explorer, or any other tool I use to assess the presence of my sites on the web. These sites are mostly just overrun by spammers and are, IMHO, a huge waste of time.

they are low quality links, so you need volume, unless you can offer something really unusual on your site to enable it to go viral - this isn't really viable for an affiliate
