100Mbit up / down for 1 server 2000GBs are normal transfer rates (some have 10MBPS unmetered or 10MBPS in general)
Hardware: Dual Core or better 2.0 Ghz at least
    2-4GB Ram
250 GB hard drive and up
cPanel / WHM pricing varies upon data center to data center.

For VPSes you need to pick a virtualization technology (Xen or HyperVM etc) and then you need to split up (for VPSes I suggest either Quad or 8 core server (Harpertown)

Monthly budget, well if you start small off a reseller package, you can start for as little as $30 a month ($15 for reseller and then $15 for billing software)

For VPSes prepare to pay an upwards of $200 or so per month as Quads are around that price.

For starting on a dual core $120 should cover everything you need.
