Personally, I go after only one keyphrase per page and here's why.

Google knows about billions of web pages on the internet. Now imagine your site and my site are both about slippers. On your page, you talk about men's slippers, women's slippers and purple slippers. On my page, I only talk about slippers. We both go out and get great quality links pointing to our sites and both have great original content.

so the user types in the word slippers into the Google search box - which site is more likely to be a direct hit for the user? My page that only talks about slippers. I know it might be tough to create enough pages if you have similar phrases and there are cases where you can't get away from it, but all things being equal, one per page is the most effective.

In this scenario, the main topic of the site would be slippers, but the content would be broken down by sub-phrases like red slippers. To answer the OP, 2 is about right as long as the topic on that page is relevant. The SEs can tell what your topic is about.
