What is tags for? Does it help with SEO and ranking?

    I see some websites using tags (like keywords) near bottom of pages.

    Ex: seo, search, engine, optimize, rank

    Does it make any different? Should I use it?
    If I'm not mistaken, Google ban any domains using keywords on pages? Sorry if I'm wrong but its confusing to me.
