A social bookmarking site is a place where you submit sites as a bookmark, except that others can also bookmark the site you submited. A popular bookmark will result in it being visited, hence traffic. Or in other words, if your site appears on the front of Digg, it can kill your site if you are not prepared.
Digg.com is an example of social bookmarking sites. If you have interesting content that others will like it can help you gain some backlinks.

Its great for getting indexed for those with new or un-indexed websites. I would say that it doesn't work as well for increasing your rankings in the SERP's (search engine result pages). It can bring some temporary traffic, but it usually is short-lived. Social bookmarking works well when you bookmark articles (from your blog or web page) that are unique, well-written, and solve a problem.
