How much this seo helps people to maintain there site in search engine. Are there really some set of rules which can help people to get rating in search engine without spending any money for advertisement

its optimizing your site so that the search engine's crawl your site properly..

SEO is all about those "rules"..although they're changing often (google makes them and keeps them secret)...but many of the rules are known and HAVE to be looked at for good rankings.
