    The new sites are being kept in sandbox for a probation period, it is a way to discourage spam sites rising quickly by breaking google term of service and gain heavy sales before getting banned.

    New sites getting their pages indexed but not ranked. You can guess that your site is suffering sandbox effect if it is not ranked yet.
