I think you are referring to reciprocal links. Technically a reciprocal link is you post your partner's link at your website and in return your partner post your link at their website. No, google is not against and trading links is a great benefit to your site.
Good call on the picture. And even Google Golden Boy, Matt Cutts has stated that reciprocal links are OK within reason. It's actually a decent way to find heavy hitting links so I would only grab GOOD ones and definitley don't create a "link partner" page, just trade for contextual links throughout your site if possible.

That's really weird.. I didn't think that Matt Cutts would say it's OK by Google. I thought that requesting a reciprocal link from users like in the case of directory submission is the same as link exchange which I believe Google is trying to minimize as much as possible to avoid manipulating its algorithm... so, it's a little bit confusing to see that Google is OK with reciprocal links, but is not OK with LE.
