Isn't water there receding? Why people are being evacuated?
From BBC:

New Orleans police backed by troops have begun to use force to remove people from their homes in the flooded, hurricane-devastated city.
As many as 10,000 people had refused to leave the city despite the mayor's compulsory evacuation order.

Many are now going voluntarily - but others are being handcuffed and taken to evacuation centres, officials say.

Meanwhile, Congress has passed a $51.8bn (Â£28bn) aid package amid widespread concern over relief costs.

New Orleans Police Chief Eddie Compass told the Associated Press news agency that a "sensitive" approach would be used to remove people.

"We are not going to be rough," he said. " We are going to use the minimum amount of force."

There is a high risk of diseases spreading due to the contaminated waters, so they want to get people out of there before it gets worse

People have already died from contact with the water and its going to get worse before it gets better. They are trying to avoid 10,000 infected people.
