off page is more important. For your onsite seo try to build pages around keyword phrases. For offsite link building is key. Think quantity from a large variety of sources.

Honestly, a linking strategy that doesn't employ both will be ineffective.

I think they are both complimentary to each other, I like to think of a site as a shop with On-page SEO having the products arranged in order, and Off-page SEO bring traffic (i.e customers) to the shop, no point having a shop without customers, and customers without a shop

 

Your sites content determines its SERP. You can have a million back links, a million blog posts, and so on....If your content and on page SEO is not up to par, your lost.
