    This is developing into a good, useful discussion just so long as it is appreciated that far from being mutually exclusive these two are in fact complimentary. In fact a case could be made that one doesn't function effectively without the other.

    Both are complement to each other. If your content isn't good, few people link to your site. If your content is healthy and you publish fresh article daily then you sure rock. Finally we can say both are important to achieve higher PR of website.

    quality content can generate natural link but quality link never generate quality content

    This is definitely a chicken and egg scenario. Without one you often cannot have the other however if you could only have one of these I would say links.
