I just wondering what is more important in google to decide a site to rank higher than the other site.

A site with lot of back link some from site wiht PR 7 sites but not properly optimized or a site with not much back link and no back link from PR 7 site or higher but properly optimized.

What do you think will rank well?

From what I heard GG consider backlink more important than onsite SEO.

A site with few backlinks but properly optimized will rank higher than a site with lot of backlinks but not optimized (Both onsite and offsite), however the site with lot of backlinks would have a greater PR(Pagerank) than the other site..

I think that you would have a higher PR from the more links (more votes) but that wouldn't necessary translate into a good Serp ranking based on certain keywords.

I see some sites that have seen some site with lot of back links but don't rank well in google for the term they are targeting. I am not sure if that is small cases only.

It depends on the quality of the backlinks. If their backlinks is related to the site then you will benefit surely on those. But if the site has lot of backlinks but not related on my first example will mostly rank well than my 2nd example.

Quality backlinks is important not quantity. I have some sites that are in top 10 in Google but my backlinks isn't that much. But also you should consider the on-page optimization of the site why it's not ranking well.

Don't even consider PR as a factor when you're analyzing results in the SE's.. it really doesn't mean much at all, it's irrelevant. What you should analyze are the backlinks, are they 1-way? Does he have a lot of outgoing links? Where are his outgoing links? How many links does he have going to the document, and what are the quality / anchor text of those links? And how about the onsite optimization?

All of those are a lot more relevent than "pagerank"
