Internet Shinchakubin is the name.

well if the name is Japanese it's more due to the way their alphabet limits the ways words are structured...

even though it's spelled Shinchakubin
when you say it would be something more like Sinkbin or Sinkabin

read a bit on japanese alphabets.. there are 3 kinds:

Hiragana, Katakana and Kanjis...

or be lucky enough like me and work for a Japanese company and get free Japanese lessons...

i'll ask my co-workers if they make out the word Shinchakubin

I saw it on my logs and after a bit of research I think I know what it is (btw i came to this post after looking it up as well (it appears on google)):

It seems to be some sort of toolbar/extension that comes installed on some sharp computers or maybe it comes a long with Sharp Internet (I assume in Japan that they offer ISP services, I know Yahoo and Sony teamed up and offer internet access). Anyways the toolbar keeps track of sites you visited and checks to find out if there have been any updates to the site or any new pages added and the spider bot crawls the site and when/if the user comes back to your site, they will see a list of pages that have been updated on the toolbar.

 

Shinchakubin means newly arrived fleet as in plane or train (direct translation)
