    It's a DMOZ clone site. They're legal. Kind of annoying and pointless, IMO, but legal.

    Google is already downgrading or ignoring links from these sites so with any luck they will start to disappear.

    Probably not. The usual reason is a duplicate membership - perhaps because s/he was banned under another name.
