Some times new domains or even domains that change owners often will rank poorly because of the Google Sandbox. These web sites are put into the penalty box or sand box until they prove they are worthy to be ranked by Google. That's it in a nutshell, never try to play in this sandbox.

it's a myth like the *cough* G... um. Ya'know But seriously, yes there are various reasons why one's site might get bumped down in ranks due to link abuse and things like that. But honestly I have not seen one single shred of hard, cold evidence that the sandbox actually exists. Not in the way it's described in the IM world anyway. If I'm wrong, I'm wrong. Prove me wrong, seriously I want proof so I can know for sure! Cuz right now, I don't believe it!
Google Sandbox is a penalty usually obtained from getting too many links in a short amount of time, you may not find your site anywhere for several months
In general sense SandBox is they observation room for a site before initializing a PR to it by Google to check its popularity and quality. A site may stay long time depending its competitive sites.
